The following information provides an overview of terms and filters used in Development.i
In progress
Includes applications and requests from creation until a decision is made.
Decided
Includes applications and requests that have been decided or currently under Appeal and not superseded by a further approval.
All
Includes In progress and Decided applications and requests.
Development
Includes all applications and requests included in the application type filter.

Use filter options are determined by the Western Downs Planning Scheme 2017 Incorporating Amendment 1 Use Definitions (Schedule 1).
The date range filter provides the ability to refine results based on a period. The period can be based on the record create date or decided date of an application or request.
Material Change of Use
Applications of this nature include the prefix 030.
Development applications for MCU require assessment under Council's Planning Scheme. In general terms, an MCU is the start of a new use, or an increase in the intensity or scale of an existing use on a site.
Reconfiguring a Lot
Applications of this nature include the prefix 035
Development applications for ROL require assessment under Council's Planning Scheme. Reconfiguring a Lot is the process for the creation of new lots by subdividing, or rearranging the boundaries of existing lots. An ROL also involves creating access easements and dividing land into parts by agreement for a lease exceeding 10 years.
Operational Work
Applications of this nature include the prefix 040.
Development applications for OW require assessment under council's planning scheme and/or State legislation. An OW includes a wide variety of works, such as:
- Earthworks
- Road Work
- Landscaping
- Stormwater
- Water or Sewerage Infrastructure
- Clearing Vegetation
- Often are works related to approved Material Change of Use and/or Reconfiguring a Lot applications.
Change Applications
Applications of this nature include the prefix 050. However, they have an Application Type description of Request to Change Existing Approval.
Refers to an application to Council to consider either Minor or Other change/s to an existing approval, including changes to conditions and/or changes to approved plans. As well as being described as Change Applications in their description, these applications can be recognised by Request to Change an Existing Approval, Minor Change or Other Change.
Extension Application/Extension to Relevant Period
Applications of this nature include the prefix 050. However, they have an Application Type description of Request to Change Existing Approval.
An application to apply for an extension to the Currency Period for a development approval in accordance with Section 86 of the Planning Act 2016.
Building Work Assessable Against the Planning Scheme
Applications of this nature include the prefix 060.
Refers to building works not associated with an MCU but triggers assessment against the Planning Scheme because of an Overlay.
Exemption Certificates
Applications of this nature include the prefix of 010.
An Exemption Certificate is intended to be used for minor or inconsequential development, or where there may be an anomaly in the Planning Scheme.
An Exemption Certificate may be issued under the Planning Act 2016 and remove the requirement to obtain a development approval.
Code
Code assessable applications are assessed against the relevant assessment benchmarks set out in Council's Planning Scheme. Where the application meets criteria, it may be approved. If it does not meet some criteria, that part of the application may be refused or approved subject to conditions. This type of application does not require public notification.
Change Applications
Refers to an application to council to consider changes to the original approval, including changes to conditions and/or changes to approved plans. As well as being described as change applications in their description, these applications can be recognised by having a suffix decimal of .01, .02 etc. at the end of their application reference numbers.
Extension to relevant period/extension application
An application to apply for an extension to the currency period for a development approval in accordance with Section 86 of the Planning Act 2016.
